Included in the body of this email is a copy of an email sent to all police departments in Allegheny County and Lodge #91 President Wiehagen asked me to bring this to your attention. President Wiehagen asks that this issue be addressed by the State Lodge; and inquiries be made through MPOETC and AOPC. Though affecting, "primarily administrative or ranking supervisory officers," these officers are still active duty police officers, which leads to another question of whether this would invalidate the officers right to carry their weapon under the LEOSA Act; as well as, how would they know if they have been deactivated? 

President Wiehagen also wanted me to let you know that emails, Re: HB 1112, will be sent to all Senators, and he will forward a copy of the email to you. Thank you.

Chief/Administrative Officer/ POC:

It has been brought to my attention that the Administrative Office of the Pennsylvania Courts (AOPC) deactivates an officer's filing status after two years of inactivity on their AOPC account. This has caused a small problem with filing entries through the Allegheny County Standardized Arrest Program (ASAP) system.

As you are aware, ASAP automatically transfers arrest/warrant/summons information to AOPC once an entry is completed. The AOPC system then populates the district courts' (magistrates') databases so they can process the complaint on their level. If an officer's account has become inactive, the complaint information may be accepted by the AOPC with Warnings indicating the filing officer’s MPOETC number is invalid/inactive and therefore the MDJ system cannot docket the complaint.  This has occurred when primarily administrative or ranking supervisory officers have attempted to file a complaint. This may present a problem however when an officer is out on extended leave such as injury or military duty.

If an officer is going to file an ASAP complaint and hasn't filed any type of court document (citation and/or complaint) for over two years, the Chief or Commanding Officer of the agency should contact AOPC offices through e-mail and reactivate the account. Deactivated MPOETC Number
